A fine on Gum in Spain

Recently in Spain, the government has met with the cabinet to discuss the problem of gum. Spain's government says that the cost of scrapping the gum of the ground is exceeding. They want to make the gum less sticky resulting in easier scrapping of the gum. They estimate that in Barcelona's city hall that workers scrap 1,800 scraps of gum a day at a cost of more than €100,000 (£85,000) a year, which has produced a fine of €450 for gum droppers. They want to increase a chemical to make the gum less sticky but protesters say that the chemical is dangerous. What will the verdict be?
